In the Dragon Ball Z Universe, there are two sets of seven mystical artifacts-The Dragon Balls.(One set is on Earth, one is on New Nameck)
They where created by Two different Nameckians, The Grand Elder on Nameck, and Kami(Re-created by Dende) on Earth. Once all seven are brought together, one of two mystical dragons appear-Porunga for the Namekian Balls, and Shenron for the Earthen Balls. Shenron grants his summoner 1 wish, and this wish could be anything that the creator of the balls can grant. However, Porunga grants the summoner 3 wishes, which could be anything. After the wishes have been granted, the balls shoot up into the air, and scatter to new, random locations on the planet they came from. Then, they become stone, and cannot be re-activated for another year. If the creator of the Dragon Balls where to die, then the dragon balls would be destroyed and the only way for them to be brought back is if they are re-created.

1-Star ball - Buried next to a palm tree at the Kame house
2-Star ball - lost in the sands of the Diablo Desert

4-Star ball - Lost in the Yonzabit heights
5-Star ball - In the dense buildings of South City
6-Star ball - lost Inside the Jungle at Training Island
7-Star ball - In the North City Mountains
